The employer can designate an experienced aerial lift operator to train and certify employees. OSHA does not list any specific qualification requirements for aerial lift trainers, but ANSI 92.24-2018 states aerial lift trainers must be:
A person who, by possession of an appropriate technical degree, certificate, professional standing, or skill, and who, by knowledge, training, and experience, has demonstrated the ability to deal with problems relating to the subject matter, the work, or the project. This person must also be experienced with the particular classification of MEWP and knowledgeable regarding the laws, regulations, safe us practices, manufacturers requirements, and recognition and hazard avoidance of hazards associated with the MEWPs.
